ARBOC SPIRIT OF INDEPENDENCE and SPIRIT OF FREEDOM buses from ARBOC SPECIALTY VEHICLES were identified by model name. They were reported because wheelchair tie-down retractors may not have been manufactured properly and may not lock automatically, which could allow a wheelchair to move in a crash. After ARBOC notified Transport Canada, they determined no Canadian vehicles are affected and the safety recall was withdrawn; this is not a recall and the notice was published for information only.
